Bloom Registry
The Bloom Registry is the world’s first environmental certificate registry purpose-built for the circular IT economy. It issues, tracks, transfers, and retires Low-Carbon IT Certificates, providing the infrastructure for credible, traceable claims across the IT hardware lifecycle.
The Registry supports three certificate types, each serving a distinct function in corporate sustainability accounting.
I-TECs (IT Asset Reuse Certificates) represent the verified carbon intensity of refurbished IT hardware. Each I-TEC corresponds to 1 kg of IT hardware processed through a certified refurbishment pathway, carrying a carbon intensity of up to 90% lower than equivalent new manufacture. I-TECs operate within the SBTi Corporate Net-Zero Standard V2.0 target implementation hierarchy for Scope 3 Category 1 and Category 2.
I-MAT Certificates provide verified proof that 1 kg of materials have been recovered (i.e. recycled) rather than mined, enabling corporates to make credible circular sourcing claims within their value chains.
I-MAT AE Certificates (Materials Avoided Emissions) represent the avoidance of 1 tonne of CO₂e from materials recovery, bridging the physical recovery process with its quantified climate benefit. These certificates are aligned with the ICVCM Core Carbon Principles, which set the integrity standard for avoided emissions instruments.
All certificates are issued against independently verified, processor order-level data, uniquely serialised, and permanently retired on use. No certificate can be claimed by more than one party.

The Bloom Registry helps businesses reach their net-zero targets while ensuring their actions are in alignment with internationally recognised standards.
Through robust, data-driven methodologies, we empower our clients to realise the full potential of a circular economy, optimising both environmental and economic outcomes.
Why The
Bloom Registry?
The Bloom Registry was purpose-built for a problem no existing registry solved: how to issue credible, tradeable environmental certificates for circular IT activity, with the integrity standards required for corporate ESG disclosure and third-party assurance.

Every certificate issued by the Bloom Registry is:
- Documented with a complete audit trail accessible to corporate assurance providers
- Issued against verified processor order-level data, not sector averages
- Independently verified by an accredited third party under ISO 14064
- Uniquely serialised from issuance through transfer to permanent retirement
For avoided emissions certificates, the Registry aligns with the Core Carbon Principles of the ICVCM, ensuring that avoided emissions claims meet the highest standards of additionality, permanence, and independent verification. See Core Principles Commitment →
For I-TECs, the integrity framework is the SBTi Corporate Net-Zero Standard V2.0, criteria C21 through C28. See I-TECs and the SBTi CNZS V2.0 →
